Phair joins the coaching staff after spending the past two seasons in Indianapolis, where he led the Colts to the 15th best defensive line rating in the NFL in 2019, according to FootballOutsiders. Phair was graduate assistant for Arizona State while Phil Snow was the defensive coordinator in 1999 and spent time with the Seahawks, Bears and Buccaneers before three years as defensive line coach, along with other positions, at the University of Illinois.

  • Assistant defensive line coach Frank Okam

Okam spent the past two seasons coaching the defensive line at Baylor under Rhule; he spent the four years previous to that with the Rice Owls – he was promoted to defensive line coach after two years as a graduate assistant. The former fifth-round pick played four seasons in the NFL.

Holcomb spent 2018 as defensive coordinator in Arizona under Steve Wilks after spending 2013-2017 as the Panthers’ linebackers coach; he headed to Cleveland last year with Wilks, serving as defensive run game coordinator and linebackers coach under the former Panthers defensive coordinator. The Browns gave up five yards per carry in 2019, which ranked 30th in the league.

During his time in Carolina, the Panthers finished in the top ten in terms of overall yards allowed in four of Holcomb’s five seasons.

Scott began his career as an intern at Penn State, where he helped a young walk-on linebacker named – you guessed it again – Matt Rhule.

“His class at the time, and it might still be, the all-time winningest class in Penn State history,” Scott said of Rhule ahead of last season, who has used him as head strength coach at both Temple and Baylor. “That was just a bunch of hard-nosed, tough guys. Everything you see now with Coach Rhule and his program, that’s how he was back then.”

Scott spent time at Penn State and Princeton before joining Rhule at Temple – he spent three years with him at Baylor and will now join his staff in Carolina.

  • Assistant to the head coach – Matthew Delgado

Delgado has been with Rhule at both Temple and Baylor – he’s worked with the Panthers head coach since 2014. Delgado has held positions as director of football technology, director of football operations and video coordinator.
